Tile laying to extend the city either upward or outward but you need enough resources and the higher numbers to build upward for the truly profitable turns. In the meantime maybe play for drawing more tiles or generating resources. Whoever builds over s tile gets to keep the relevant card and hopefully that makes your next action more powerful. Great arc because the more you build the stronger you become.
